Before the rise of modern states, the Christian church provided social services in (for example) the Mediterranean world. When the Roman Emperor Constantine I endorsed Christianity in the 4th century, the newly legitimised church set up or expanded burial societies, poorhouses, homes for the aged, shelter for the homeless, hospitals, and orphanages in the Roman Empire.
The 1980s saw increased government involvement in the social work profession. The government enacted the Social Work Act of 1981, which provided for the registration of social workers and the establishment of a disciplinary tribunal to investigate and punish social workers who violated the code of ethics.
The first code of conduct for research including medical ethics was the Nuremberg Code. This document had large ties to Nazi war crimes, as it was introduced in 1997, so it didn't make much of a difference in terms of regulating practice.
